Captain Russ Yeiser has been with the Oakland County Sheriff's Office for over twenty-four years and is currently the Commander of the Rochester Hills Substation. He is responsible for the day-to-day operations of the substation, as well as all aspects of policing in the City of Rochester Hills.

Captain Yeiser started his law enforcement career with the Oxford Police Department in 1997. He joined the Sheriff's Office in 2000, when Oxford Township began contracting with OCSO for law enforcement services. He was promoted to the rank of Sergeant in 2004, Lieutenant in 2013 and Captain in 2022.

Captain Yeiser has worked in many different areas within the Sheriff's Office, including Corrective Services, Patrol Services, Emergency Response and Preparedness, the Training Unit and the Rochester Hills Detective Bureau. In addition, he served 21 years with the SWAT team.

Captain Yeiser holds a Bachelor's degree in Business Management from Rochester College and a Master's degree in Public Administration from Central Michigan University. He is also a graduate of the Northwestern University Police School of Staff and Command and the FBI National Academy.

Throughout the years, Captain Yeiser has received many awards, including Sheriff's Distinguished Unit Citations, Meritorious Service, Unit Citations, Professional Excellence and Commendation Citations and Lifesaving.

Captain Yeiser is also a veteran of the United States Air Force/MI Air National Guard.

The Rochester Hills Patrol Division is a division by itself since it maintains such a large contracted law enforcement presence within the City of Rochester Hills, the fourth largest city in Oakland County with 74,000 residents.  In addition to performing the conventional duties of law enforcement, the Sheriff's Office maintains a substation in the City of Rochester Hills, which is open Monday-Friday from 7:00 am to 6:00 pm, affording residents the ability to:

• Have fingerprints taken.
• Place their house on the House Check List, providing extra patrol during extended periods of vacancy.
• Make reports of incidents or accidents when a police officer was not called to the scene.
• Have officers available to talk to community groups, homeowners' associations and businesses on topics of concern.

Police incident and Traffic Crash reports can be picked up from the substation typically within 3-5 business days. You can get a copy of Traffic Crash reports from CLEMIS typically after 7-10 business days. Copies of reports picked up from the Rochester Hills substation are $4 for the first page and $1 for each additional page thereafter. You can also get copies of all reports from the Sheriff's Office Records Division, located at 1201 N. Telegraph Road, Pontiac, MI 48341.

Several times during the year, enforcement is stepped up through federal and state grants. These enforcement efforts are publicized, including: "Click It or Ticket," "Over the Limit, Under Arrest" and specific Red Light Enforcement grants.

Yes. There is no fee and is available for Rochester Hills city residents and can be taken at the Rochester Hills Sheriff substation.

Yes. A fee is not required but a registration form must be sent to the Sheriff's Office Rochester Hills Substation. (Note: This form is for homes/businesses within the City of Rochester Hills only.) There are two separate forms:
