On July 22, 2014, the then President signed into law the Workforce Innovation and Opportunity Act (WIOA) – Public Law 113-128. The WIOA a.) helps adult, dislocated worker, and youth job seekers access employment, education, training, and support services, so they can succeed in the labor market and b.) matches employers with the skilled workers they need to compete in the global economy.
Section 108 (a) of the WIOA stipulates that the Workforce Development Board of a local workforce development area must develop a WIOA Four-Year Local Plan, in partnership with the area’s Chief Elected Official. The Oakland County Michigan Works! Agency (MWA) is one of sixteen such local areas in the state. The Oakland County Workforce Development Board and the Oakland County Executive jointly oversee WIOA programs and services that the Oakland County MWA provides.
Section 106(c)(2) of the WIOA stipulates that local Workforce Development Boards and Chief Elected Officials in a given region must engage in a regional planning process that results in a WIOA Four-Year Regional Plan. The WIOA Final Regulations at Sections 679.530 and 679.580 also state that Regional and Local Plans, at a minimum, must be modified at the end of the first two-year period of the four-year plans. These are known as the mid-cycle modifications. Oakland County, along with the city of Detroit and the counties of Macomb, Monroe, St. Clair, and the balance of Wayne, are part of WIOA Planning Region Ten.
On July 23, 2024, the Oakland County Workforce Development Board approved WIOA Planning Region Ten’s proposed WIOA Four-Year Regional Plan for Program Years 2024 through 2027 (i.e., July 1, 2024 through June 30, 2028) and the Oakland County MWA’s proposed WIOA Four-Year Local Plan for Program Years 2024 through 2027 (i.e., July 1, 2024 through June 30, 2028).
WIOA Planning Region Ten’s proposed WIOA Four-Year Regional Plan analyzes regional labor market data and economic conditions and describes 1.) regional service strategies, 2.) in-demand industry sector initiatives, 3.) administrative cost arrangements, 4.) strategies for coordinating transportation and other supportive services, and 5.) performance level negotiations.
Among other topics, the Oakland County MWA’s proposed WIOA Four-Year Local Plan provides a strategic vision and goals and describes the MWA’s 1.) workforce development and one-stop delivery systems; 2.) services for adults, dislocated workers, youths, and employers; 3.) a framework for the MWA’s youth program; 4.) alignment with WIOA core and other partners (e.g., secondary and post-secondary education, the Wagner-Peyser Employment Service, adult education and literacy activities, vocational rehabilitation services, and economic development); 5.) strategies for continuous improvement; and 6.) priority of service requirements for adults and dislocated workers.
Notice is hereby given that the WIOA Planning Region Ten’s proposed WIOA Four-Year Regional Plan and the Oakland County MWA’s proposed WIOA Four-Year Local Plan will be available for review, comments, and input from the public, including representatives of business, labor organizations, and education. Both the Regional and Local Plan will be posted at oaklandcountymiworks.com from 2:00 p.m. on Thursday, July 25, 2024, through 2:00 p.m. on Thursday, August 29, 2024.
All comments on WIOA Planning Region Ten’s proposed WIOA Four-Year Regional Plan for Program Years 2024 through 2027 must be submitted and received during a thirty (30) day period that begins at 2:00 p.m. on Thursday, July 25, 2024, through 2:00 p.m. on Thursday, August 29, 2024. Comments about this regional plan must be mailed or e-mailed to:

After the foregoing thirty-day periods for comments on WIOA Planning Region Ten’s proposed WIOA Four-Year Regional Plan and the Oakland County MWA’s proposed WIOA Four-Year Local Plan have concluded, any comments that express disagreement with either plan will be submitted to the Governor, via the Michigan Department of Labor and Economic Opportunity (LEO), Workforce Development (WD). These comments will be submitted with the WIOA Regional and Local Plans, no later than August 30, 2024.
