Notice is hereby given that Oakland County proposes the following Substantial Amendments to its
Program Year (PY) 2024 Annual Action Plan to reprogram unspent Community Development Block Grant
(CDBG) Entitlement Funds from prior program years:
1. Reprogram $599,339.76 from the PY 2022 CDBG General Program Administration project to the CDBG
Acquisition and Renovation project; and
2. Reprogram $820,100.47 from the PY 2023 CDBG General Program Administration project to the CDBG
Acquisition and Renovation project; and
3. Reprogram $455,244.24 from the PY 2021 CDBG Rehabilitation Administration project to the CDBG
Acquisition and Renovation project; and
4. Reprogram $1,079,489.32 from the PY 2022 CDBG Rehabilitation Administration project to the CDBG
Acquisition and Renovation project; and
5. Reprogram $245,826.21 from the PY 2023 CDBG Rehabilitation Administration project to the CDBG
Acquisition and Renovation project; and
6. Increase the funding for the PY 2024 CDBG Acquisition and Renovation project to
$3,200,000.00; and
7. Increase the estimated number of families that will benefit from the PY 2024 CDBG Acquisition
and Renovation project to 227.
Oakland County is currently over the Housing and Urban Development (HUD) mandated 1.5x expenditure
ratio for CDBG funding. The funds targeted for reprogramming are unlikely to be spent in a timely
manner and will be allocated to the renovation of large, affordable multifamily rental properties.
If the funds are not reprogrammed and spent in a timely manner, Oakland County is at risk of not
receiving future CDBG entitlement funding.
Public comments on the proposed Substantial Amendment will be received for a minimum of 30 days
from the date of this publication. Public comments may be directed to the Oakland County
Neighborhood and Housing Development Division (OCNHDD) via telephone (248) 858-0493, email
nhd@oakgov.com, or in writing to 1200 N. Telegraph Rd, 34E, Pontiac, MI 48341. The Substantial
Amendment is subject to approval by the Oakland County Board of Commissioners. Implementation of
activities is proposed to occur shortly after completion of the 30-day public comment period.
Notice is also given that on Tuesday, October 22, 2024, at 4:00 p.m. EST, the Oakland County
Citizen’s Advisory Council will conduct a Public Hearing to receive comments on the Substantial
Amendment per the requirements of Oakland County’s Citizen Participation Plan. The Citizen’s
Advisory Councill will also receive program updates on the federally funded activities of OCNHDD.

Members of the public will only be able to speak during the public comment period at the beginning
of the meeting and such comments will be limited to three minutes per person. To provide for
orderly public participation, a person wishing to speak must first sign in, then when called upon

These notices shall satisfy two separate but related procedural requirements for activities to be
undertaken by the Michigan State Housing Development Authority.
Notice of Intent to Request a Release of Funds
On or about 10/22/2024 the Michigan State Housing Development Authority (MSHDA) and Oakland County
will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release
of HOME - ARP funds from Section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) (“HOME-
ARP”) as amended, to undertake a project known as Lighthouse Project for the purpose of:
MSHDA and Oakland County intends to award South Oakland Shelter (DBA Lighthouse) Non- Congregate
Shelter up to (1) $1,491,746 dollar amount of MSHDA HOME funds and (2) $1,000,000 of Oakland County
HOME funds for Lighthouse Project. The Lighthouse Project is located at Vacant Lot, Hovey St, 9
Park place, 15 Park Place, 11-13 Hovey St, 17-19 Hovey St, 80 Cottage St, 130 Center St, 86 Cottage
St Pontiac, MI. Lighthouse Project is redeveloping the current Lighthouse Pontiac Campus in Oakland
County. The shelter component of our campus redevelopment will include enhancing our existing 54
bed non-congregant family shelter, developing 98 new non-congregate shelter beds for families, and
developing a dining hall serving all shelter residents. MSHDA HOME-ARPA funds will specifically
support the development of our 98 new non-congregate shelter beds. These beds are comprised in 21
units and will be separated into 16 – 4 bed family units, 4 – 6 bed family units and 1 – 10 bed
family unit.

Notice of FONSI
The MSHDA has been determined that the project will have no significant impact on the human
environment. Therefore, an Environmental Impact Statement (EIS) under the National Environmental
Policy Act of 1969 (NEPA, 42 USC 4321) is not required. Additional project information is contained

Public Comments
Any individual, group, or agency may submit written comments on the ERR to MSHDA’s address or

Environmental Certification
The MSHDA and Oakland County certifies to HUD that Anthony Lentych in his capacity as Chief Housing
Investment Officer and David Coulter in his capacity as County Executive consent to accept the
jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation
to the environmental review process and that these responsibilities have been satisfied. HUD’s
approval of the certification satisfies its responsibilities under NEPA and related laws and
authorities and allows South Oakland Shelter (DBA Lighthouse) Non-Congregate Shelter to use Program
Funds.
Objections to Release of Funds
HUD will accept objections to its release of funds and the MSHDA and Oakland County certification
for a period of fifteen days following the anticipated submission date or its actual receipt of the
request (whichever is later) only if they are on one of the following bases: (a) the certification
was not executed by the Certifying Officer of MSHDA or Oakland County; (b) MSHDA or Oakland County
had omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR
Part 58; (c) a grant recipient or other participants in the project have committed funds or
incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or
(d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that
the project is unsatisfactory from the standpoint of environmental quality. Objections must be
prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and
shall be addressed to the U.S. Department of Housing and Urban Development Detroit Field Office,

NOTICE OF GRANT APPLICATION MEETING
OAKLAND COUNTY EMERGENCY SOLUTIONS GRANT (ESG) PROGRAM PROGRAM YEAR 2024
Program operators of homeless shelters and non-profit agencies that provide services to persons who
are homeless or at risk of homelessness in Oakland County are invited to a grant application
meeting regarding funding for shelter operations and homeless prevention and rapid re-housing
activities for the 2024 ESG program. The meeting will be held virtually on:

Oakland County ESG funds may be used to reimburse non-profit agencies for essential services,
operating and organizational support expenses for emergency shelters as well as for providing
financial assistance and housing relocation and stabilization services to prevent or end
homelessness.

electronically to those who register for the meeting. Those interested in applying for funding are
strongly encouraged to attend.

On or about July 18, 2024 the County of Oakland will submit a request to the U.S. Department of Housing and Urban Development (HUD) Michigan State Field Office for the release of Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME) and Emergency Solutions Grant (ESG) funds under Title I of the Housing and Community Development Act of 1974 and the Cranston Gonzales National Affordable Housing Act, and the Homeless Emergency Assistance & Rapid Transition to Housing Act, as amended, to undertake projects known as CDBG, HOME, and ESG for the purpose of:
- Public facility, neighborhood and housing improvements and public services benefiting low income persons;
- Acquisition, rehabilitation or new construction of affordable housing for qualified homebuyers;
- Acquisition, rehabilitation or new construction of affordable housing for qualified renters;
- Contract with qualified developers to create affordable housing for income qualified renters through acquisition, rehabilitation or new construction;
- Fund the operating expenses of Community Housing Development Organizations (CHDOs) when carrying out HOME funded homebuyers or rental projects;
- Fund qualified agency to perform data collection/evaluation through HMIS;
- Fund qualified agency to provide rental assistance and housing relocation and stabilization services for eligible homeless and or at risk for homelessness clients; and
- Fund qualified shelters for eligible essential services for homeless clients, shelter operations and organizational support.
Amounts to be environmentally released are:

Finding of No Significant Impact

Notice of Intent to Request Release of Funds for Tiered Projects and Programs

On or after July 18, 2024, the County of Oakland will submit a request to HUD for the release of 2024 Community Development Block Grant (CDBG) Funds and 2024 Home Investment Partnership Program (HOME) Funds under Title I of the Housing and Community Development Act of 1974 and the Cranston Gonzales National Affordable Housing Act, as amended, to undertake the following projects:
Tier 1 Broad Review Project/Program Title: The County of Oakland Single Family Residential Rehab and Minor & Mobile Home Repair Program Year 2024
Purpose: The Single-Family Residential Rehabilitation and Minor & Mobile Home Repair Programs provide rehabilitation and improvements of owner-occupied housing located in urban county jurisdictions within the County of Oakland.
Location: The project area for the Single-Family Rehabilitation and Minor & Mobile Home Repair programs are the 52 urban county participating jurisdictions and the HOME consortium municipalities of Farmington Hills, Pontiac, Royal Oak, and Southfield. Specific addresses will be assessed in the site-specific reviews.
Project/Program Description: The rehabilitation and improvements of owner-occupied housing located in urban county jurisdictions include, but not limited to, the rehab of single-family residential homes and manufactured homes, emergency repairs such as furnaces and hot water heaters, roof repair, barrier-free access improvements such as accessibility ramps, energy efficiency improvements, correcting code violations, and other improvements for low-income households who own their home. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.
Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i)
Tier 2 Site Specific Review:
The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: National Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800; Executive Order 11988 and 24 CFR Part 55 regarding Floodplain Management; Flood Insurance under Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994 [42 USC 4001-4128 and 42 USC 5154a]; HUD Environmental Standards regarding Toxic, Radioactive and Hazardous Materials under 24 CFR Part 58.5(i)(2); Airport Hazards related to Clear Zones and Accident Potential Zones, 24 CFR Part 51 Subpart D; Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978, 24 CFR Part 51 Subpart B; Endangered Species Act of 1973, particularly section 7; 50 CFR Part 402; Explosive and Flammable Hazards 24 CFR Part 51 Subpart C and Environmental Justice under Executive Order 12898.
Mitigation Measures/Conditions/Permits (if any): The properties identified for this project in each of the Tier 2 Site-Specific environmental reviews are not expected to have any mitigation measures, conditions, or federal permits. However, the following mitigation measures and conditions will be followed, and the applicable federal permits obtained, if necessary, as described for each of the following laws and authorities:
- Floodplain Management: Properties in a Floodway will not be approved. If the project meets or exceeds the determination of being a substantial improvement the project will follow the 8-Step Process according to Executive Order 11988 and/or the project will be assessed on whether or not the project is feasible. Substantial improvement is defined as any repair, reconstruction, modernization or improvement of a structure, the cost of which equals or exceeds 50% of the market value of the structure before the improvement or repair is started or if the structure has been damaged before the damage occurred or any repair, reconstruction, modernization or improvement of a structure that results in an increase of more than 20% of dwelling units or peak number of customers and employees. If the project is located in a floodplain, a Section 404 permit may be required. If required, an application will be made to the Michigan Department of Environment, Great Lakes & Energy (EGLE) for a Section 404 permit. Projects that are located in proximity of a National Wild and Scenic River System NRSRS river, including in proximity of a segment of the Nationwide Rivers Inventory and require a Section 404 permit from the Michigan Department of Environment, Great Lakes & Energy.
- Floodplain Insurance: Properties in a Floodway will not be approved. Properties in a floodplain will be reviewed and the current property owner will be required to carry flood insurance during the life of the rehabilitation loan/grant.
- Noise Abatement and Control: If the project is within 1,000 ft of a major roadway or expressway or 3,000 ft of a railroad, then a HUD Day Night Level (DNL) Assessment Tool will be conducted to determine possible mitigation efforts.
- Contamination and Toxic Substances: If contaminated, toxic and radioactive materials are located on or near the property and pose a hazard to the occupants. The hazard will be eliminated before moving forward with the rehabilitation. It will be documented in the environmental review record file. Disposal of all hazardous materials will follow NESHAP rules and regulations.
- Protection of Historic Properties: All housing rehabilitation activities will be submitted to the State Historic Preservation Office (SHPO) and Tribal Historic Preservation Office (THPO) for historical or cultural significance review and allowable comment period.
- Airport Hazards: If a project is located in a designated Airport Runway Protection Zone or Clear Zone a noise assessment will be conducted to determine possible mitigation efforts.
- Endangered Species: If there is habitat destruction, tree removal or ground disturbance, a site-specific fisheries and wildlife review will be conducted and if any consultation is required, the proper agencies will be notified, and specific guidance will be followed.
- Explosive and Flammable Hazards: A site-specific visual inspection is conducted for each single-family residential rehabilitation.
- Environmental Justice: The properties will be occupied by low-income and minority households. The rehabilitation is expected to improve the living conditions for the people living in the units. The projects are not expected to expose low income or minority populations to adverse environmental conditions. Any properties that will expose low-income persons and minorities to environmental hazards will not be approved.

The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.35(a)(3)(i). On or about June 13, 2024, the County of Oakland will submit a request to the U.S. Department of Housing and Urban Development (HUD) Michigan State Field Office for the release of Home Investment Partnership Program (HOME) funds under Title I of the Housing and Community Development Act of 1974, as amended, the Cranston Gonzales National Affordable Housing Act, to undertake projects known as HOME for the following development:
- Unity Park Rentals VI - City of Pontiac / Oakland County
- 15 units new construction
- 15 MSHDA Project Based Vouchers (PBVs)
- 4 HOME units
Funding Sources:

- $60,000 GP Capital – Support Services
- $100 - GP Capital
- $5,023,886 - LIHTC Equity
- $72,514 - Deferred Developer Fee
- $880,000 – Oakland County HOME Loan

The County of Oakland intends to award CHN Unity Park VI LDHA LP up to $880,000 of HOME funds in support of Unity Park Rentals VI. Unity Park Rentals VI will be located at 333 Auburn Ave, Scattered sites, Pontiac, MI 48342. All 15 Units will be Permanent Supportive Housing targeted to the top 10% of Oakland Counties Continuum of Care’s Prioritized Housing Registry. This is the 6th phase, the other 5 also being PSH although not 100% of units in all phases. Units will be made available for tenant purchase at the end of the LIHTC affordability period.
Finding of No Significant Impact
The County of Oakland has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Public Comments
Any individual, group, or agency may submit written comments on the ERR to Oakland County Neighborhood & Housing Development Division, 1200 N Telegraph Road, Bldg., 34E, Pontiac, Michigan, 48341. All comments received by June 12, 2024, will be considered by the County of Oakland prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
Release of Funds
The County of Oakland certifies to U.S. Department of Housing and Urban Development (HUD) that David Coulter in his capacity as County Executive consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. U.S. Department of Housing and Urban Development’s (HUD) approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Oakland to use Program funds.
