Edward Joss

Edward Joss

Director of Facilities Management

Mr. Joss was promoted to the position of Director of Facilities Management in December 2021. He is responsible for overseeing Facilities Maintenance & Operations, Facilities Planning & Engineering, Capital Planning & Design, and Support Services.

Before becoming Director, Mr. Joss filled several other positions in the Facilities Management Department. He started as an Engineering Aide in 1999 and was promoted to the Manager of Facilities Planning & Engineering in 2012.

Todd T. Birkle

Todd T. Birkle

Manager, Support Services

Mr. Birkle has been with the Support Services Division since 1997. In October he was promoted to the Manager. Prior to working in Support Services Mr. Birkle started his career with Oakland County in the Sheriff's Office. From there he went to Information Technology and later on to Fiscal Services as a Financial Analyst.

Joseph Murphy

Joseph Murphy

Manager, Facilities Maintenance & Operations

Mr. Murphy was promoted to the position of Manager of Facilities Maintenance & Operations in May of 2015. He is responsible for Administration, Custodial, Grounds, Heating Plant and Maintenance Units. Mr. Murphy's goals are to ensure that the County Facilities, grounds and utility systems are secure, in a reasonable state and that a suitable working environment is maintained for Oakland County government to effectively conduct business.

After receiving his Bachelors of Science degree from Eastern Michigan University in Facilities Management concentrating in Energy management in 1993 he was hired as the Midwest Regional Energy coordinator for Kmart International Corporation and after a short period of time he was promoted to National Utilities supervisor. In 1999, Mr. Murphy was offered and accepted a position to join the Oakland County team as a Facilities Engineer, where he brought his expertise in utility budgets and energy procurement. As a Facilities Engineer Mr. Murphy worked on many complex building and environmental projects as well as implementing progressive energy procurement and energy management strategies. In 2005 he was promoted to Facilities Specialist at which time he closely worked with the management team in developing the Counties energy policy.

Misty Raatz

Misty Raatz

Manager, Capital Planning and Design

Misty Raatz's career has been marked by steady advancement and recognition. In February 2024, she was promoted to the position of Manager of Capital Planning and Design. Prior to this, she had served as Supervisor of Facilities Planning and Engineering since 2022. Before joining the organization, Raatz gained valuable experience at several local and national architectural/engineering firms, where she provided specialized services in areas such as project/program leadership, bond planning, assessments, architectural design, construction document development, and construction administration for various building types, including government, higher education, and PreK-12 facilities.

Raatz's work has earned her a reputation as an award-winning architectural designer and leader, with her designs being featured nationally in publications dedicated to government and academic facilities. Her professional journey began in 1992 as a technical intern at a local structural engineering company. Throughout her career, Raatz has been an advocate for sustainable practices, creating environments that foster positive collaboration, and ensuring the long-term relevance and excellence of the facilities she works on.

Jason Warner

Jason Warner

Manager, Facilities Planning & Engineering

Mr. Warner was promoted to the position of Manager of Facilities Planning & Engineering in January, 2022. He is responsible for overseeing Project Management for major construction and renovation projects undertaken by the county.

Before becoming Manager, Mr. Warner filled several other positions in the Facilities Management Department. He started as a Student Engineer in 2003 and was promoted to the Supervisor of Facilities Planning & Engineering position in 2012.
