CLEMIS Advisory Committee

Advisory Committee Elections

Prior to the annual election of Advisory Committee members, a review is conducted in regard to expiring terms.
The Executive Secretary maintains a record of Advisory Committee members, as two-year terms expire in alternating years. The Executive Secretary discusses the election with the current Chairperson, including any requests by CLEMIS Members to become voting members of the Advisory Committee.
Candidates are nominated to serve as members of the Advisory Committee by the current Advisory Committee members. Nominations are seconded and the practice has been that a unanimous ballot is cast.
Advisory Committee members are usually re-elected if they have personally participated in the meetings and remain active CLEMIS Members.
There has always been an effort to include those agencies who have volunteered the most resources to the various sub-committees and to consider CLEMIS Member heads who personally attend Advisory Committee meetings (not their alternates).

Advisory Committee Officers

The officers include a Chairperson, Co-Chairperson and Executive Secretary.

The Chairperson is elected by the other Advisory Committee members, the Co-Chairperson is a member of the Advisory Committee and is appointed by the Chairperson. The CLEMIS Manager serves as Executive Secretary.

The Executive Secretary is responsible for preparing the agenda for the Advisory Committee and sub-committees. Prior to each meeting, the Executive Secretary reviews with the Chairperson of each committee contents of the agenda for approval.

The Chairpersons of the various sub-committees are appointed by the Advisory Committee Chairperson. An effort is made to include a variety of members, including the Sheriff, Prosecutor, small and larger police, public safety, and fire departments.

Strategic Planning Committee

This active working committee consists of the Executive Committee of the Oakland County Police Chiefs Association, Oakland County Sheriff, Director of Oakland County Information Technology, CLEMIS Advisory Committee Chairperson, and CLEMIS Manager. The Committee reviews prior accomplishments, approves hours for current projects, and determines future goals and long range plans. It assists the CLEMIS project team in coordinating vendor-related activity and provides a means for identifying member technological needs. This Committee is also responsible for developing a standard fee structure for all systems provided by CLEMIS. The committee meets at least quarterly.

Radio Oversight Committee

This committee was created in 1999 to enhance citizen and officer safety by transitioning Oakland County's public safety voice, data and paging communications from separate, incompatible systems into a cohesive, interoperable system. Membership includes 3 local police, 3 fire (career, on-call, DPS), 1 EMS, 1 Oakland County Sheriff, 1 Oakland County Board of Commissioner, Director of IT, Oakland County Executive Rep, Oakland County Director of Management & Budget, and the CLEMIS Advisory Committee Chairperson. The committee meets as needed.

The Committee normally focuses on areas such as:

Ownership issues
Budgetary expenditures and revenues
User needs analysis
Establishing priorities
Technical issues
System design and upgrades
Implementation issues
Parity of equipment distribution and talk group access
Policies and procedures

Applications & Development Committee

This Committee is responsible for the planning requirements of new CLEMIS software development. They review and approve input documents, printed reports, computer file contents, input and output. The committee works closely with CLEMIS personnel in any new development and program modification to existing programs and/or reports. Members of this committee consists of various levels of police and public safety department staff. The committee meets at least four times per year.

CAD (Computer Aided Dispatch)

The CAD (Computer Aided Dispatch) Committee is responsible for assisting in the development of CLEMIS CAD technology for all member agencies and future participating agencies. The committee consists of agency administrators and veteran dispatchers. Members suggest, prioritize, and approve improvements or modifications to the CLEMIS CAD system. They are crucial in disseminating information to agency personnel regarding updates, developments, or maintenance to the CLEMIS CAD system. The committee also provides feedback on the CLEMIS CAD system to keep it operating at an optimum level. The CAD Sub-Committee meets quarterly.
