The Oakland County Land Bank Authority board members are volunteers who represent a county township, a city and a resident along with a designated representative of the Oakland County Executive Office. The board member selection process included a public application and required individuals have economic development, housing, planning or real estate experience.


Robert Wittenberg

Oakland County Treasurer Robert Wittenberg is a pragmatic problem-solver and dedicated public servant who understands that transparency, integrity, and honesty are essential values and the hallmark of an effective government. As a compassionate steward for Oakland County's financial resources, he brings a fiscally responsible and socially conscious perspective to the office. He strives to create a strong economy that enables broad participation so that all residents can be afforded the opportunity to build the life they deserve.

Before assuming office as Treasurer on July 1, 2021, Robert served three terms as state representative for seven Oakland County communities that comprised Michigan's 27th House District. At the State Capitol, he was the Vice-Chair on the House Financial Liability Reform Committee and a member of the House Tax Policy Committee and House Financial Services Committee.


Dannis Mitchell

Dannis Mitchell is a commercial real estate and construction professional committed to implementing strategies that help clients connect development projects to the communities in which they are built. She currently serves as a member of the organization’s leadership team.

Leading Client and Community Engagement, Dannis works with clients throughout the U.S. to strengthen relationships with key stakeholders. Her depth of expertise comes from a career in strategic planning, real estate, construction, marketing and business development, where she was previously employed with construction-based firms L.S. Brinker Company and Walbridge.


Martin Manna

Martin Manna, Treasurer

President, Chaldean American Chamber of Commerce and Chaldean Community Foundation

Martin Manna is the president of the Chaldean American Chamber of Commerce (CACC) and Chaldean Community Foundation. He heads a $50 million project in Oakland County – a new transformative center with workforce training affordable housing, and senior assisted living.

He also is involved in several civic and community affairs. He serves as Director for New Detroit, Advancing Macomb, and Henry Ford Macomb Hospital.


Khalfani Stephens

Deputy Mayor, City of Pontiac

Khalfani Stephens is the deputy mayor of the City of Pontiac, Mich. where he operates as the chief operating officer and advisor to the mayor. Before coming home to Pontiac, he served as the Director of Economic Development and assistant City Administrator with the City of Flint. In that role he oversaw a nearly $4 million grant from the W. K. Kellogg Foundation.

He helped the City of Flint to become one of 32 communities across the country to receive $1 million in funding to support small businesses and helped secure additional funding for small businesses. In addition to being the Oakland Livingston Human Service Agency (OLHSA) chairperson, he volunteers as the Vice President for the Michigan Economic Developers Association.
